Crew-9 had two extra seats so they could return in February (which was delayed) when Crew-10 arrived.

The astronauts just came back on Crew-9. Crew-10 is still attached to ISS until the next rotation.

If they left on Crew-9 back in September, the other astronauts would not have had a way to return home in an emergency.
