going through the motions, and doesn't really give two schits about what he is saying.
He is making a political speech, not a policy speech.
I haven't heard anyone describe any fabulous results from his efforts. Deficit reductions....abuse and abusers identified, captured and punished? He got those fiddlin foresters though.

And I think that if he wanted results, he wouldn't have put screaming Joe Biden in charge of the Policy.
