Why do demonrats always wait until the ends of their administration to do things that should have been done on day 1? Clinton did the same thing with some environmental measures, but he really only did it to cripple Bush. But he miscalculated and Bush cleaned it up even more.

Edit: Meant to say term and he was obviously just trying to get reelected.
