The third paragraph says it all. Heavily legislated and regulated. The legislature has forced them to keep a post office in every town. The legislature has forced them to deliver mail 6 days a week to everyone. The legislature forced them to not only stay with a pension model but also over fund it. Then the legislature forced them to get postal rates approved. Horrible.
