Of Musk’s plan for the stock market: a new opposite version of pump and dump stocks (promoting and driving up stock prices and selling off at peaks for them to tumble)

Instead, this tactic would be driving stock prices down overall to a point where investors start buying up shares at their lows for when they eventually rise again?
