Trump is attempting to abolish the Dept. of Ed. That is a completely separate issue from federal funding. We do not need the DoE when every state has its own.

But to answer your wildly hypothetical question, yes, if federal funding were to disappear and Title IX were repealed then every state would be free to do as they wished on this topic.
