They can still build an army of significance with out cutting a lot. They first have to get their economies in order, and they cannot do that without Russian energy. If each country decides to spend 3% of their GNP on military they can do it. It will not be as large as China's or the USA but a formidable force. They could actually surpass the USA. If Congress increases military spending with all of those proposed cuts in social services and education the USA will falter.

Please explain why this message is being reported.
