Behavior on its members. Doesn't mean everyone agrees or complies, but society dictates what is normal and moral. And of course, societies differ. The Amish and prison gangs have different standards of morality but in each case violation of those standards has consequences.
Morality in Societies has is not the same as laws, though clearly the laws were derived from the morality of the time and place.
And, if you define morality as a belief system, then clearly one person cannot impose his or her belief system on another. But when that belief system influences behavior, having that belief system can have unfortunate consequences.
Further, as society progresses, morality evolves. Slavery was not immoral in ancient Rome, Greece or Egypt.
