It sounds like the article paraphrased the 2nd sentence to try and make their case.
The HHS definition makes perfect sense, and is reasonable.
The article tries complicating things just to try and complicate things.
Of course there will be people with genetic anomalies and malfunctions, but just as we can generalize that human beings have two legs and two arms with hands that have 4 fingers and a thumb, despite the fact that some people are born with only one leg or arm or have 6 fingers on one hand, so too can we generalize that there are two sexes.
