through normal procedure. Doesn't seem the same to me, but what do I know. You can't pick and choose to go to the Supreme Court. You have to have a legitimate basis to file an appeal with that Court and they have to decide to take the case. Picking which district court and which circuit to bring an initial case is very different, in my humble opinion. You have to line up your plaintiffs so you have jurisdiction in a particular court.
