So, govt pays ngo 1, with understanding they will send money to charity 2, 3 who have the actual bribe, or no work job. With a lot more layers.

End of the day, the rats nest of dem run ngos charities exist to heavily skim off the top, reward dem campaign operatives, family membera under the guise of helping tranny sex operas, condoms for foreigners, climate change, etc..
