The US Constitution states that all the "judicial power" of the United States is vested in the Supreme Court. Judicial power – the ability to adjudicate – necessarily implies the ability to interpret law.
The constitution only mentions the Supreme Court. The lower federal courts were created later on by Congress. Their power is based on the Supreme Court's ruling (i.e., 200 years of legal precedent).
