There’s a difference between appropriation (Congress) and allocation (the EO you linked.)

USAID is not a Presidential slush fund. It (or another agency if it’s disbanded) is required to spend funds appropriated by Congress.

In a nutshell, the President can (likely) disband USAID, but he still must implement some other way to spend those funds on the programs designated by Congress.
