Apparently any "blows to the groin area" can not be given a flagrant 1, it's either flagrant 2 and an ejection or nothing. Usually, a flagrant 2 requires intent but they've put an exception into the role for dick shots.
Pretty stupid when you see stuff like this resulting in ejections. At least you could argue Perkins was swinging his elbows recklessly or some crap. This guy was just doing a jump pass and happened to hit the guy's nuts.
