I wonder if he so likes confrontation and political battles that he continues to say things like, "Success is the best revenge" meaning he won't act with vengeance against political enemies.
Enemies who have acted with extreme prejudice against him and his supporters.
Would it have been better to say that "We will have accountability for those who broke the law in the last administration. But we will be seeking justice, not retribution. Oh yeah, no one is above the law."
I wonder though seriously, if a pitched battle NOW is a good thing. Shine a bright light on the differences in the ideology and the priorities of the two parties. Maybe a pitched political battle will allow both sides to vent their anger and aggression and prevent a much worse set of circumstances.
