What insurmountable problem(s) do they cite for that?

If it's poor soil/bedrock, couldn't they add a foot of good topsoil/loam, maybe some sort of drainage if needed for heavy downpours.

If it's light, maybe add some reflective surfaces &/or select grass that doesn't need quite as much.
