because of only very weak stimulus. $831 million needed to be at least 3x as large to get things moving more quickly. Trump never did stimulus except after the pandemic. The TCJA cut taxes mostly for the rich folks, who mostly didn't spend it, and corporations, who used it to.buy back stock and did not reinvest it.
