It should have been flagged for unnecessary roughness, regardless if targeting was involved. IMO, targeting shouldn't be a separate foul if they were to ask me how to change the rule. It's just unnecessary roughness as far as the foul, and that should be called much more often on these kinds of hits.
Targeting, either using the crown of the helmet or targeting the head of a defenseless player is something that should be looked at after the game like it is in the NFL and any suspensions that need to happen would be for future games (and the possibility for multi-game suspension for egregious hits). This would help ensure a more consistent application of the rule as far as suspensions.
