The Music City Bowl got better teams than the Vegas Bowl...

Music City Bowl
• Mizzou: 9-3, ranked #19
• Iowa: 8-4 (6-3 B1G)

Vegas Bowl
• A&M: 8-4, unranked ... (i.e. below Mizzou)
• USC: 6-6 (4-5 B1G) ... (i.e. below Iowa)

Isn't the Vegas Bowl supposed to be the "better" bowl game? If so, why did less-accomplished teams get the bids?

Personally, I preferred the Vegas Bowl vs USC... but the Music City vs Iowa was my among my top choices. So I'm not disappointed, just curious about the selection process.
