First of all, your number is wrong. Estimates on Haitians, from the city itself is about 10,000 of a total population of 60,000
They also "weren't dropped in there". They are LEGAL immigrants in America and have gathered in other places en masse too. Springfield, Ohio is just one of those places.
And Springfield need people to move there because people that are from there are leaving. This is a rust belt area and that is not new. So if I'm living in Springfield and we've got an influx of new people rather than an exodus of old residents, I'm good with it if it otherwise means the city turns into a ghost town.
Other cities experience the same phenomenon, including Kansas City, numbnuts, with different nationalities of immigrants. This is nothing new. Read more. Talk less.
