How do you know it is always the OC

Maybe the guy ran the wrong route.

Maybe sometimes it is merely a field position game

Maybe they see the defense covers that first down marker pretty good, so odds are better to throw it a bit short and hope the player makes the play

Or maybe that guy is a later option and is checked down to get the best they can.
