The constituents vote in liberal, progressive Dem leaders. Dem leader locally crows about being progressive (sanctuary city!!!).

Smart people flood immigrants into local leader's city.
Local leader realizes the policies are untenable, inhumane, horrific.

Local leader defends the state of the city by blaming the Feds, whose policies he used to so vocally support.

Fed leaders don't like it.
