here's the rulebook for the first 55 minutes of the game, but this is the rulebook for the last five.

If the officials keep the flag in their pocket because they 'dont want to determine a game' they have done exactly that. In both the Rice and JuJu plays the defender prevented them from making a play on the ball. People get upset with the timing but both calls were 100% correct and had to be made so that the refs didn't decide the game. In both cases plays had to be made after the call for the Chiefs to win the games.
