A lot of money is spent to get them here.

The USA puts up more money to stop them

They spend more money to get them here

The cycle keeps going

Obviously, whatever is attracting them to get here is means a lot to them. So either let them get what they want or figure out a way to not let them get it (if it is something like welfare or other government sponsored freebies).
