it excludes them, mostly. The only way any robot NPC changes position is when they are told to. Like when Biden was "sharp as a tack" and mentally running rings around his own staff, until the very next week when he was a walking corpse who couldn't remember his name and suddenly his unfit for office vice president suddenly evolved to the next best choice for president b/c they couldn't let the campaign funds get lost. Then all the NPCs decided she was great. That's some serious "evolves"...LOL
