Depending on a lot of factors. Unless you're the Dodgers and can just basically pay for an all star team every year and get the guys when they are still productive as opposed to past their prime.

In the NFL if you have the QB, coach, and GM in place and together for a period of time, you're almost guaranteed to be a playoff team annually.
