1) Congress passes authorization bill (Infrastructure Bill, Inflation Reduction Act, etc) that provides for multi-year spending.

2) Congress passes annual appropriation bill (Budget bill)( to appropriate authorized funds.

3) Funds are obligated via various programs. Those funds are generally obligated to entities who will either contract or perform the work (State DOT, Contractors for rural broadband, etc.)

4) Work is performed. Entity submits invoice for reimbursement.

5) Federal funds are actually spent to reimburse invoices. No Federal funds were spent until this point.

Which means your talking points about charging stations and rural broadband are BS.

Please explain why this message is being reported.
