If you're going to do any breeding, might as well create 'a race of thoroughbreds' like Margaret Sanger, founder of Planned Parenthood and the Birth Control Review magazine. Of course she also advocated for the elimination of "human weeds".
We see her/their strategy in putting some 80% of the Planned Parenthood clinics in minority neighborhoods. That was spelled out in her letter about "the Negro Project".
