The normal tax, paid by everyone with taxable income, rose from 4 percent to 6 percent.
The lowest surtax rate increased from 6 percent to 13 percent.
The top surtax rate rose to 82 percent from 77 percent. Changes to the bracket limits also made many higher brackets applicable to larger shares of personal income.
