This is done when they give huge tax breaks to corps to build a corporate center (or they "invest" in infrastucture associated), because the tax base will increase.

It is all a farce that people fall for

Much like the reports that are put together of the "costs of illegal immigration" to justify spending hundreds of billions of dollars of spending
