If what the Manhattan Institute is claiming to be factual, that would be 0.01% of the population of adolescents.

I don't know the stories or reasons behind them and their parents and doctors.

Just providing context that it is a statistically low percentage of the population, if accurate.

What is the Manhattan Institute? Their president is Reihan Salam, conservative political commentator, columnist and author.
