the breadth of that concept, but the govt figured out how to do that to a large, albeit inconsistent, degree.

If the govt wants to tax unrealized gains, it'll slap something together that will be confusing and unfair but will yield some significant collections.

Of course, taxation is theft. Let's not lose sight of that.
