The corrupt, the greedy and the stupid would have less money to steal. Less money to waste and less money to buy favors.
A billionaire can afford to fly his mistress and three of her closest friends to Paris for lunch on his private plane. A working stiff with a wife and two kids in private school, car payments, school payments and medical bills would not permit him to fly to Paris for lunch.
The waste is reduced, the theft is mitigated, and the corruption is minimized.
