of war, and that since that time an incredible number of Americans have died in combat, been POW's, been stationed in foreign lands that were defeated by the United States 79 years ago, I'm going to say the citizen no longer cares or expects a declaration of war to deploy combat forces.

It's all part of a sacred shrine of democracy, an omnipotent executive that can strike militarily at their whim and convenience.
