The 25th Amendment to the U.S. Constitution's Section 4 allows the vice president and a majority of the Cabinet to declare the president unable to perform their duties. This can happen if the president is unwilling or unable to make a voluntary declaration of incapacity, such as if they are unconscious or paralyzed. The vice president and Cabinet must send a written declaration to the Speaker of the House and the President pro tempore of the Senate, stating why they believe the president is unable to serve. The vice president then immediately becomes acting president.
