Since He created us and everything in existence, everything is ordered by Him. It is a natural order and living in accord with or harmony with the natural order is, in effect, the natural law. That law is written in our hearts. Living in accord with it just seems natural or "right".
But for those who reject God and His natural order what seems right can be at variance with what those who recognize and embrace the natural order see as right.
If a society starts from the premise that everyone has a right to their own beliefs and opinions unmoored to any objective truth, then it would seem to people that rights do indeed come "from the government". Where else would they come from? Those rights can change at the whim of the ever changing beliefs of the majority of any given self-governing society, or at the whim of a dictator in a dictatorial society.
