with that being said, Biden could have stopped the emergency spending but he just added fuel to the fire. Therefore, it can't all be blamed on Trump but he deserves some blame. COVID spending was a disaster. He also hasn't said much in terms of how he'll address spending if he wins ... and he should address that.
