Thinks the framers meant inmates in prison could not be prevented from having a gun in their cell.
Thinks the framers meant that patients in a mental asylum could not be prevented from having a gun in their room.
Thinks that other "usual and proper" limitations on gun ownership are not allowed because of the 2nd Amendment
