When TX and OU were working to join the SEC, one of the interesting tidbits is the SEC revealed that ESPN had a list of Tier A schools that were approved to join the SEC and receive the same pro-rata share immediately. TX and OU were on that list -- they did not reveal any other schools that could potentially join.
So the networks hold all the cards -- the conferences can't just invite schools in that they think make sense.
