First, this presents no new evidence or research. This is simply a re-hash of previous studies and estimates
Second, the author's personal opinion and interpretation is clearly scattered all over the paper
Third, it presents no data or argument whatsoever that private schools are safer than public schools, only that home schooling is not any more dangerous than the other two
Fourth, even if it did (which it doesn't) it certainly wouldn't arrive at the "1000 times more likely" argument that you made
Fifth, it is published in the "National Home Education Research Institute" journal. I'm sure you can figure out why that might be a problem for the argument. I would like to point out the lack of citations but it doesn't seem to be a legitimate journal in the first place so it's sort of moot.
This is one of the most epic fails I've seen in quite some time, congrats.
