Not sure, but I think some countries actually vet the people that come into their nation and reject some that mean to do them harm.
We of course have long abandoned such quaint and outdated policies, but that doesn't mean we don't respect the culture and laws of other nations.
Biden will happily fly unvetted, non-English-speaking criminals, insane people, and Chinese spies and terrorists into our own country. But that is to help him get elected. His cause it is noble. His methods are necessary.
