They need to start by eliminating the traditional concept of scholarships in athletics. If they don't there is a chance that NIL will become a taxable source of income. Then that will lead to doing the same for the scholarship. Which would eventually lead to seeing scholarship in sports is still scholarship and make all, even non athletes, into paying taxes on their scholarships.
