If you want to decrease the force of any collision simply increase the time of the collision.

That is why cars have airbags and crumple zones.

A soft helmet is going to greatly increase the time of an impact and reduce the force.

The only downside is that soft helmets, or covers in this case, are far less durable. The NFL has no problem purchasing them by the thousands. It will be much tougher for high schools and little leagues to come up with the funds.
