Has the Royals downtown stadium thing been disorganized

or is it my imagination and it's this way in other cities?
I don't live in Jackson Co so it's not as though i've followed it that closely, when Clay Co was in consideration i did pay a little more attention. It just seem like kind of a cluster**** to me. When the downtown group didn't get their proposal in order the Royals gave them more time...then they moved the location...now i'm hearing part of the tax goes to things other than the Royals/Chiefs. I don't care that i sound like an old man yelling at a cloud, parking at this new location will be an issue.
Did they ever actually say why the location changed? To be closer to P&L i guess?
I'm not convinced this thing will pass, i didn't think it would be an issue but the close it gets to the vote the more of a cluster**** it appears the entire process has been.
