Not a determination. This is what the left does with the help of the media. There's not a shred of evidence against whispering Joe Biden. So they say. There are mountains of evidence against Donald Trump, so they say.
There are things that have been debunked including the Pee tape, the steel dossier, and all of the Reasons for trump's impeachments. Those have been debunked. The rest of this is just politics and propaganda.
