Moreover, an increase in the population due to immigration is no different from one caused by a rise in the birth rate, and those who complain about the first are usually silent about the second."
"perception" in this case is fact and how do you support more gov't cause the private sector is not providing those services.

"birth rate" increases have caregivers for those new mouths.
Immigration requires caregivers be found and IF there are enough employers to do so, fine let them in. Requiring sponsorship is 1 way to insure the gov't doesn't support these migrants.
