Meyer, Harbaugh, etc. People who can't cut it don't get invited back the next year in those shops.
Also a solid track record as a recruiter.
I'm sure there's a qualifying narrative to address what happened at Maryland. It's not like things have been very good there without him - which would be another red flag.
Mike Locksley has his own reputation and trail of interesting things. I think he is a good fit at Maryland.
