No plagiarism and the consequences have always been very explicit.

I never saw any rules regarding plagiarism that had exceptions based on race. I guess times have changed.

Now I guess we need to change those rules for the medical profession. No sense having the best and brightest go to med school. I want my doctor to be one of color who wasn't the top admission but was there because of race. And this doc was interested in shortcuts to boost his grades for admission. And interested in getting passing grades in med school so he took a few shortcuts.
