That's what happens when pro sports are established early in a region. Both KC and especially St Louis started establishing themselves as pro sport cities long before cities in the south where professional sports didn't arrive until the late 60's and 70's. College football was everything in the south because for decades, that was all they had. I know of very few people that are not alums of U of Missouri that grew up in Kansas City Mo that are big fans of Missouri football (basketball is different because KC did not have an NBA team over most of its history). It's not the south.
Some northern states do have huge college football followings because they also have huge universities and huge alumni bases and in some cases their universities are in large cities that don't have pro sports (e.g. Columbus Ohio)
