He isn't making anything up. he just paraphrased someone on NPR. At this moment the money would go to Hamas but it hasn't been that way. There was actually business and infrastructure investment by the UAE, and Iran as well as many other private donors. However a business investment had to approved by the Israeli's or they destroyed it.
